Five attempts to enter the Verkhovna Rada, family ties to Yanukovych's prosecutor's office, and the "legal battering ram" of Bankova
Fedir Venislavskyi is a People's Deputy of the IX convocation from "Servant of the People," who unsuccessfully ran for the Verkhovna Rada five times and only entered parliament in 2019 on Zelenskyy's party list at number 88. Alongside his mandate, he held two non-parliamentary positions: Presidential Representative to the Constitutional Court (2019–2022), and then Presidential Representative to the Verkhovna Rada (2022–2023). Venislavskyi's brother Vadym held high positions in the Volyn regional prosecutor's office under Yanukovych—rumored to have been promoted by Artem Pshonka, the son of the then Prosecutor General. After 2014, Vadym was subject to lustration, but in 2019, when Fedir became the Presidential Representative to the Constitutional Court, the court annulled the lustration of his brother and obliged payment of his salary for five years. At the Constitutional Court, Venislavskyi acted as the main "legal battering ram" of Bankova in the constitutional confrontation with the judges: judges Tupitsky and Kasminin, dismissed by Zelenskyy, filed a complaint with NABU accusing Venislavskyi of illegal interference with their work—including illegal orders to block their salaries and official vehicles.
Apartment in Dubai, NAPK investigation, and silence amid major scandals
In June 2025, it became known that on February 22, 2025, Venislavskyi officially became the owner of an apartment in the BAYZ 101 residential complex in the prestigious Business Bay district of Dubai. Former People's Deputy Mosiychuk published a scan of the property ownership certificate clearly showing the name: Fedor Venislavsky. There is no information about this real estate in the deputy's declaration. The National Agency on Corruption Prevention (NAPK) has initiated a full review of Venislavskyi's 2024 declaration. Official results are not yet available. Meanwhile, in 2024 the deputy declared cash of $123,000, salary of 792,800 UAH, and housing rental compensation of 237,900 UAH. At the end of 2022, Venislavskyi voted for urban planning reform No. 5655, which was implemented in the interests of developers and reduced citizens' influence on Ukraine's reconstruction.
