Builder, graduated from Kryvyi Rih Mining and Metallurgical Institute (1978). Mayor of Kherson (2002–2012), Member of Parliament of the VII convocation from the Party of Regions, chairman of the parliamentary committee on construction. On January 16, 2014, voted for the "dictatorial laws." Since 2019 — head of his own "Saldo Bloc," deputy of Kherson City Council. In phone directories listed as "Saldo — Medvedchuk's man." While serving as mayor, his company "Khersonbud" systematically won tenders for the repair of city facilities.

Since 2014, appeared on Russian TV channels with propaganda theses; in 2022 — participant in the "Committee for Salvation for Peace and Order" — the first collaborationist body of occupied Kherson. On April 26, 2022, appointed by occupiers as "head" of Kherson Regional State Administration, obtained Russian citizenship and joined "United Russia." On September 28, 2022, the Security Service of Ukraine announced suspicion of organizing a pseudo-referendum. In 2023, Malinovsky District Court of Odesa sentenced him in absentia to 15 years for state treason. The High Anti-Corruption Court confiscated a hotel, a three-story house, and apartments. In 2024 — new suspicion: ordered the export of about 3,000 tons of Ukrainian grain from Kherson. In 2025 — suspicion of violations of the laws and customs of war and torture of civilians. Subject to sanctions by the EU, USA, United Kingdom, Canada, Switzerland, Australia, Japan, and New Zealand.
