Lieutenant colonel "mobilizer" who ascended from Lozova RTC to Pryluky

Artur Vorontsov, born in 1991, lieutenant colonel. He headed the Lozova RTC and SP and for a long time controlled mobilization in Lozova; until 2024 he worked at the Kharkiv Regional TCC, and later headed the Pryluky RTC and SP in Chernihiv region. Together with former colleagues Artem Trebesov and Chepurnyi, according to the investigation, he transferred the "Lozova" model to Chernihiv region, where the state register "Oberig" became a key element of the scheme.

Suspicion over manipulation of the "Oberig" register, SAP lawsuit for car confiscation, and reputation as a person threatening opponents

Vorontsov was charged with unauthorized interference in the register of conscripts "Oberig"; the court chose detention for two months with bail of 1.99 million UAH. According to the Chernihiv special prosecutor's office, he fictitiously "conscripted" 21 people for the sake of a flashy report. Separately, the NAPC identified related unsubstantiated assets worth over 3.4 million UAH, and SAP filed a civil confiscation lawsuit for two luxury cars (totaling 3.42 million UAH), registered to his mother-in-law and purchased in 2022–2023, despite an official income of about 32 thousand UAH per month. A symbol of the era: in January 2025, Vorontsov was involved in a high-profile car accident in a Volkswagen Touareg, which in his declaration was listed as purchased for… 16 thousand UAH (Artem Trebesov was a passenger).

According to StopCor and "Vykryvach" reports, Vorontsov openly threatened to "destroy" lawyer and civil activist Zoryana Obora and her family—she contacted the police. FaceNews also mentions suspicion of brutal beating of volunteer and journalist Alina Bologova.
