Poroshenko's Banker Heads Deposit Guarantee Fund Amid 'Bank Collapse' — Conflict of Interest at the Start

Financial expert (born 1958), graduate of the Moscow Power Engineering Institute (1981) and the All-Union Correspondence Financial and Economic Institute in Moscow (1992). Made his career in Petro Poroshenko's team: from 1996 to 2007, he headed Poroshenko's "Mriya" bank (which the owners later sold to the Russian VTB), then served as vice president and financial-investment curator of the "Bogdan" corporation. From October 3, 2014 to July 17, 2019, he was the managing director of the Deposit Guarantee Fund for Individuals (DGF) — precisely during the years when nearly 90 banks were withdrawn from the market.

Conflict of Interest at Entry

In March 2015, it was revealed that already leading the DGF, Vorushilin illegally owned 5.2% of shares in the International Investment Bank (associated with Poroshenko). The Shevchenkivskyi District Court of Kyiv ordered the prosecutor's office to enter information into the Unified Register of Pre-Trial Investigations regarding the criminal offense of the DGF managing director. He managed the Fund during the hottest period of the “bank collapse”; he himself said that "there are constant attempts to steal money." After his resignation, he returned to business.
