Acting Head of the State Environmental Inspectorate 2021-2025, self-removal from duties, declaration violations

Acting Head of the State Environmental Inspectorate of Ukraine from December 2, 2021 to August 1, 2025. Previously — head of the State Environmental Inspectorate in Kherson region (2018–2019) and in the South-Western district (Mykolaiv, Odesa). Began his career in public service in 2009 at the Kyiv Regional State Administration and the State Committee of Land Resources. NAPC declarations record technical violations: the value of vehicles and real estate acquired in the current year is not indicated; a family member did not provide information.

Criticism for inaction and narrowing of functions during the war

In 2023, under Zubovych's leadership, the State Environmental Inspectorate adopted orders that restricted its functions at the level of territorial subdivisions — in particular, removing responsibility for checking certain types of environmental violations. The Ukrainian Environmental Group publicly demanded explanations from Zubovych and called this "self-removal from the performance of duties." Criminal proceedings or suspicions from NABU/SBI concerning Zubovych personally have not been recorded in open sources.
