The Chief "Cleaner" from Surgut
Ihor Valeriyovych Zvezdin is a police colonel and the head of the Department for Corruption Prevention and Lustration of the National Police of Ukraine. He has worked in the internal affairs bodies for over 25 years. He built his career advancement in the eastern and central directions: in 2015, he led the crime prevention department in Luhansk region; in 2016, he headed the Economic Protection Department (EPD) in Dnipropetrovsk region; and from December 2016, he served as deputy head of the Economic Protection Department of the National Police of Ukraine. After the reorganization and closure of this division in 2018, Zvezdin unexpectedly headed the main anti-corruption unit of the entire National Police — an agency directly responsible for detecting and eradicating corruption among law enforcement officers themselves.
Surgut Millions, Relatives' Apartments, and the Modest Declarations of the Chief Lustrator
Despite the irony of his position, Ihor Zvezdin's name regularly appears at the center of high-profile journalistic investigations due to the discrepancy between his standard of living and official income. According to media investigations (notably Hab Media and FaceNews in summer 2026), the chronology of his family's odd enrichment began in autumn 2016 when Zvezdin headed the economic police in Dnipropetrovsk — at that time his father, Valeriy Zvezdin, suddenly purchased an expensive apartment in Dnipro. After the son's relocation to Kyiv, elite real estate began to be massively registered to relatives, including a cottage of over 140 sq. m in Kryukivshchyna near Kyiv, registered to his brother Oleksandr, who officially did not have significant business achievements.
