About Nova Poshta

"Nova Poshta" is the largest private logistics company in Ukraine, founded in 2001 by Vyacheslav Klymov and Volodymyr Popereshniuk. The company has twice been targeted by state force pressure.

Unproductive Searches and a "Joint Plan" with the Prosecutor General

In March 2018, investigators from the General Prosecutor's Office conducted searches in the company's offices simultaneously in four cities. The suspicion concerned tax evasion, cash schemes involving fictitious firms, and transportation of prohibited goods. Two days later, Prosecutor General Lutsenko announced that he had met with co-owner Klymov, and together they "not only found common ground but also developed a joint plan of action." Following this, it was officially reported that "no violations were found." Experts interpreted this as a classic example of state pressure on a successful business aimed at securing "agreements."

"Entrepreneur Scheme" and NBU Fine

The criminal investigation into Nova Poshta began back in November 2017: the investigation examined a scheme involving the use of private entrepreneurs (FOPs) to reduce tax burdens—employing workers as entrepreneurs. In May 2026, the National Bank of Ukraine fined the operator's financial company—LLC "NovaPay"—8 million UAH for violating legislative requirements. The company's owners appeared in the Pandora Papers: Klymov and Popereshniuk had offshore structures in Cyprus.
