Prozorro

Prozorro (SE “Prozorro”) is a state enterprise under the Ministry of Economy that administers the electronic public procurement system. Launched in 2014 as a volunteer initiative, since 2016 it has become mandatory for all public customers in Ukraine. Every year, procurements worth trillions of hryvnias go through the system; thanks to open auctions, the government saves approximately one billion dollars annually from planned expenditures. In 2025, SE “Prozorro” received the international ISO 37001 certification for anti-corruption management.

Despite revolutionary transparency, the system has not eliminated corruption — it has only changed its form. The most common schemes include: splitting procurements to circumvent tender thresholds, drafting discriminatory technical specifications tailored to specific suppliers, faking competition through submitting bids from the same IP addresses, and abusing war-related exceptions that allow procurement without open tenders. Despite data openness, customers and dishonest participants find new methods of manipulation each year.
