Ukrfinzhytlo

"Ukrfinzhytlo" (PJSC "Ukrainian Financial Housing Company") is a state financial institution founded at the end of 2020 under the management of the Ministry of Economy. The company's key mission is to administer state programs for preferential mortgage lending, primarily the "eOselya" program — mortgages at 3% per annum for 20 years for certain categories of citizens: military personnel, teachers, medical workers, youth, and internally displaced persons. The company acts as an operator between partner banks and the state budget, compensating for the difference in interest rates.

Since the beginning of the full-scale invasion, "Ukrfinzhytlo" has become one of the key tools of the state's reconstruction and social policy: the "eOselya" program has become large-scale, and the company has gained a potential role as the operator of the "Great Thermomodernization" — a program for insulating the housing stock funded by international sources. At the same time, the company has found itself at the center of reputational scandals — due to the appointment of a head with a criminal conviction and the detection of abuses in the program among officials who were not eligible for preferential mortgages.
