Online casino with revenue of UAH 6.6 billion in 9 months and an owner with a "cleansed" reputation
The online casino Slots City operates under a license issued to GameDev LLC, registered back in December 2019 — before the draft law on the legalization of gambling in Ukraine appeared. The initial owner was businessman Ruslan Nonka, associated with foreign and Ukrainian entrepreneurs, including Yakiv Finkelshtein. Since November 2023, Nonka has been removed from the register of GameDev LLC owners. Currently, 100% of GameDev belongs to the closed corporate fund Belfor, which is part of the Finkelshtein family group. Yakiv Finkelshtein — also known as Yakiv Hrybov, co-owner of Nemiroff, who changed his surname after obtaining Israeli citizenship — gained control over Belfor in November 2021 following approval from the Antimonopoly Committee of Ukraine (AMCU).
UAH 6.6 billion revenue, "Russian trace" and an attempt to enter the demining market
In the first 9 months of 2025, Slots City (GameDev LLC) earned UAH 6.6 billion in revenue — the third highest among all Ukrainian online casinos. Antikor.ua published an investigation about the "Russian trace" of casino owner Yakiv Finkelshtein. In April 2025, Finkelshtein and Nonka jointly founded the demining company Transimpex Demining, which applied for a demining tender worth UAH 25.2 million but abnormally undercut the price by 85% and failed to provide justification — the customer ignored the inquiry. In October 2025, the brand received a new license from PlayCity (No. 137-P) under All City Games LLC and rebranded from SlotsCity to SlotCity.
