We sent a repeated appeal regarding possible violations in the activities of the “Apteka 9-1-1” chain concerning compliance with legislation on the circulation of medicinal products, tax payment, and legalization of funds obtained by criminal means.
In particular, we raised the issue of possible links between the founders and ultimate beneficial owners of the chain — #Данієлян Nune Seiranivna, Danielyan Anush Ashotivna, and Rafayelyan Artem Mkrtichevich, as well as Minister of Health Viktor #Ляшком, Director of SE “State Expert Center of the Ministry of Health of Ukraine” Eduard #Адаманов, acting head of the State Service of Medicines and Drug Control Volodymyr #Короленко, head of the State Service of Medicines and Drug Control in Kharkiv region Alla #Юшко and other officials.
Special attention was paid to artificial fragmentation of the business and centralized control of the activities of related legal entities. According to the complaint materials, the mentioned enterprises have common ultimate beneficial owners, identical management, and predominantly the same registration address, which, according to the complainant, may indicate their operation as a single business entity.
The issue of systemic non-compliance with licensing conditions in the sphere of medicinal product circulation was also raised, in particular regarding the functioning of a quality management system, internal documentation, storage conditions for drugs, temperature regime, staffing, and the conduct of self-inspections.
We received: 115 rulings from investigating judges and 16 extracts from the Unified Register of Pre-Trial Investigations about the opening of pre-trial investigations.
