Cancellation of Preferential Customs Clearance for Goods Purchased Abroad - Verkhovna Rada Registered a Draft Law

The Verkhovna Rada registered a government bill that cancels preferential customs clearance for goods purchased on foreign marketplaces with a value up to 150 euros. This was reported by the parliamentary press service, citing the government’s permanent representative to the Verkhovna Rada.

Bill No. 15460 envisions abolishing the exemption from VAT for international shipments with a value up to 150 euros. Private free gifts valued up to 45 euros will continue to be untaxed.

“The Verkhovna Rada has registered government bill No. 15460, which proposes changing the tax rules for goods from foreign marketplaces and bringing Ukrainian legislation in line with EU norms,” the statement says.

This is not the first attempt to satisfy international partners’ demand and abolish preferential customs clearance for packages from abroad. 26 in May, the Verkhovna Rada rejected a bill containing amendments to abolish preferential customs clearance.

At the beginning of July, Finance Minister Serhiy Marchenko said that an agreement with the IMF had been reached to defer the introduction of VAT for individual entrepreneurs. But the demand to abolish preferential customs clearance remained.

Currently, parcels with goods purchased abroad are not subject to VAT 20 % if their value is up to 150 euros.
