The National Security and Defense Council reviewed the implementation of resilience plans in the regions and approved Kyiv's resilience plan

President Volodymyr Zelensky held a meeting of the National Security and Defense Council of Ukraine, at which they discussed the status of the implementation of comprehensive resilience plans in individual regions and approved Kyiv’s comprehensive resilience plan. This is reported by the press service of the Office of the President.

At the start of the meeting, the head of state defined three main winter preparation priorities: strengthening protection of critical infrastructure, ensuring the required quantity and quality of shelters and bomb shelters, and increasing anti-ballistic capabilities.

The president stressed that since the beginning of 2026, Ukraine has been receiving anti-ballistic missiles almost three times less than before. According to Volodymyr Zelensky, this is partly due to the fighting in the Middle East. Therefore, the Ministry of Foreign Affairs and the Ministry of Defense must do everything to increase the supply of intercept missiles. At the same time, the Ukrainian defense-industrial complex, together with partners, must work on building a domestic air defense system.

“Another story is the winter challenges. We cannot postpone winter with you — it is clear and natural. And likewise we cannot postpone our work on internal resilience. Therefore, one factor that depends not on partners but entirely on us is resilience plans, specifically the strengthening of our energy network protection, electricity, gas supply, water supply, critical infrastructure of the state,” he noted.

The president emphasized that it is important to analyze the implementation of resilience plans and determine the region-specific needs during winter preparation. According to him, unfortunately, there are delays in cities and regions in implementing resilience plans, and the responsibility for their execution is personal.

“From all communities, from all regions, from all of you I very much expect that we take the issue of resilience plans seriously and implement them to the maximum,” noted Volodymyr Zelensky.

Secretary of the NSDC Ihor Kyrylenko noted that Russia is still trying to destroy Ukraine’s energy system to leave the country without water and heating.

“ strikes on critical life-support facilities continue. And the shelling of Kyiv and settlements in Kyiv region tonight, the numerous casualties among civilians, the destruction of civilian targets confirms the aggressor’s hostile intentions. From autumn, terror against civilians is expected to intensify,” emphasized Ihor Kyrylenko.

Prime Minister Serhiy Shmyhal reported on the state of funding resilience plans, implementation of construction and restoration works on infrastructure facilities, ensuring their backup power and alternative sources, and protecting energy and gas equipment.

“Separate responsibility lies with local self-government bodies to ensure readiness of internal housing infrastructure, especially multi‑family buildings, in conditions of no external power. Because if there is backup power and the system works, but the building is not ready, all that was prepared beforehand is in vain. Therefore this is a special responsibility of local self-government bodies — auditing and improving everything that needs to be provided,” said Serhiy Shmyhal.

According to him, it is also important to conduct an audit and define priorities for active protection, ensure a repair reserve and stock diesel fuel.

First Deputy Prime Minister – Minister of Energy Denys Shmyhal reported on agreements with partners regarding support for Ukraine’s energy infrastructure.

Oleksandr Peresvotsky, head of the board of JSC “Ukrzaliznytsia,” informed about protection of electrical substations, restoration of rolling stock, and construction of mobile shelters at railway facilities.

Heads of the Dnipropetrovsk, Odesa, Lviv, Kherson, Chernihiv, Zaporizhzhia and Poltava regional military administrations and the mayor of Lviv reported on the status of resilience plans. Among the important issues are protection of energy facilities, heat and water supply from enemy attacks, restoration of infrastructure, and construction of additional energy sector capacities.

Head of the Recovery Agency Serhiy Sukhomlyn and Kyiv mayor Vitali Klitschko reported on the restoration and construction of capital infrastructure within the resilience plan.
