More than 1,5 thousand men were illegally removed from military records at the TCC in Zakarpattia

Documents attempted to be destroyed

As part of the program “The Other Side of the Military-Registration and Enlistment Office (TCC & VLK)” in Zakarpattia, a large-scale scheme of illegal removal of those subject to military conscription from registration was uncovered, operating in 2022-2024 years.

This was reported by RBC-Ukraine, citing Telegram from the Prosecutor General of Ukraine Ruslan Kravchenko.

According to the investigation, it was organized by the then head of Mukachevo RTC and SP and his subordinate, responsible for military accounting and recruitment.

The mechanism was effectively put on stream. They entered false data into military- accounting, medical, and other official documents, based on which men were deemed unfit for military service without lawful grounds.

For such a “service” they took from 5 to 10 thousand dollars.

At least 1577 people were unlawfully removed from military accounting in this way. 1142 of them allegedly due to health reasons.

When the risk of exposure arose, in Mukachevo TCC they began to get rid of evidence.

In August 2024 year, the then head of RTC and SP allegedly drafted a fictitious act of seizure and destroyed certificates, VLK decisions and other medical documents. Documents that by law had to be stored 75 years.

However, investigators recovered the necessary information from NSZU data, witness statements, examination results, and other materials. Currently 120 people have already been reinstated on the military register. The check of others is ongoing.

During the investigation, 17 searches were conducted at the current and former employees of Mukachevo RTC and SP, members of VLK, and other defendants.

Two former officials were notified of suspicion of obstructing the lawful activities of the Armed Forces of Ukraine in a special period. Prosecutors will insist on by-application detention.

The investigation continues. Law enforcement authorities are establishing the roles of certain VLK members and other possible participants in the scheme.
