Family Construction Business and City Land: How Brovary City Council Deputy Dudar Combines Power and Private Interests

Can someone sit on two chairs at once? On one — to be a council deputy and chair of the standing committee on land relations, which decides the fate of city land. On the other — to represent a large family construction business that receives the most attractive plots. Apparently, the answer to this question should be sought in Brovary City Council deputy Olena Dudar.

This is reported by "Stopkor."

However, this is only the tip of the iceberg. Her company "Nova Ukraina" appeared in a criminal proceeding concerning the possible illegal registration of the right to use a land plot. And the private limited company "Brovary Construction Plant" (Brovarsky Zavod Budivelnykh Konstuktsiy) of Dudar’s father, where she previously worked and is now a signatory, is involved in a number of court cases. Among them are checks for possible tax evasion, seizure of documents, and questions regarding possible unauthorized occupation of a land plot. In addition, the analysis indicates connections between the Dudar family’s companies and the business group of former regional politician Vasyl Khmelnytsky.

And that’s not all. The business connections of Olena Dudar’s father, a well-known developer in Brovary, lead to Russia. Added to that — possible false declaration, two traffic accidents in a luxury car that never appeared in the declaration. Isn’t that a full set of questions for a person who manages the city’s land issues?

Conflict of interest?

Olena Dudar became a deputy of Brovary City Council in 2021, joining under the banner of the ‘‘For the Future’’ party. In addition to her vote as a deputy, she received far broader powers by becoming chair of the council’s standing committee on land relations, architecture, and urban planning. At the same time, Dudar represents a large family construction business in which she worked and is still a signatory.

This concerns the private limited company "Brovary Plant of Construction Structures" (TOB "Brovarsky Zavod Budivelnykh Konstruktsiy"), run by her father, well-known local developer Mykhailo Ivanovych Dudar. According to the company’s website, over the past 10 years they have implemented more than 40% of residential real estate projects in Brovary, as well as 9 large projects such as: the Korostenkhimmash plant, Malyn money-paper factory, Kyiv plants "Bilshovyk," "Arsenal," "Mayak," Vasylkiv refrigerator plant, the Coca-Cola complex, the "Teatralna" hotel, McDonald’s restaurants, the Patterson shopping and entertainment center, and the Central Stadium in Sumy.

Several stories are associated with this company, including one concerning tax evasion in the amount of 1,09 million hryvnias in the years 2011–2012. In another proceeding, a connection is traced between the Dudar family business and former regional politician and businessman Vasyl Khmelnytsky. This follows from a case concerning possible receipt of undue benefits by certain heads of local prosecutor’s offices in Kyiv region. It was preliminarily found that the purchase of an apartment from TOB "Brovarsky BZK" was declared by the then-former senior prosecutor of the General Prosecutor’s Office of Ukraine Rodion Kostenko. Today he works in companies that are part of the business group of former regional politician and businessman Vasyl Khmelnytsky.

And how could there be no land issues. Despite Olena Dudar heading the city council’s land committee, her father’s company, to which she also has a direct relationship, allegedly occupies a land plot without authorization. This became known from another case in which PJSC "Brovary Plant of Reinforced Concrete Structures" is listed as a suspect in unauthorized occupation of a land plot. The case concerns a plot of 1,947 hectares that, according to the investigation, was illegally seized and an industrial hangar was built on it.

Brovary residents also protested the sale of a green zone and the plot with the "Fora" store and a football field in favor of PJSC "Brovary Plant of Reinforced Concrete Structures" (BZBK), where Dudar is linked to management and chairs the land committee. People accused the council of "selecting" land for business and created a petition that collected 365 signatures out of 350 required. According to media, corresponding decisions were allegedly advanced in the committee "by voice" as additional items without proper public discussion with the community.

"Nova Ukraina" with old corrupt habits?

Olena Dudar not only represents the family construction business but also has her own business interests in agriculture. This concerns TOB "Nova Ukraina," founded in 2003. Particular attention is drawn to the company’s ownership structure, because among its co-founders is an offshore company whose ultimate beneficiary is Dudar herself.

This is the company DEMETRA SEED INVESTMENTS LIMITED, registered in the Seychelles. It owns 50% of the charter capital of TOB "Nova Ukraina," and Olena Dudar is its ultimate beneficial owner. Thus, the deputy effectively controls half of the agricultural business through an offshore structure.

Also notable are the company’s possible ties to the business environment of former Member of Parliament and ex-regional party member Vasyl Khmelnytsky. Among the entities connected to TOB "Nova Ukraina" is the servicing cooperative "Garden Association 'Khutorochok'", whose activity has now been suspended. One of its participants was Natalia Cherednichenko, who has corporate ties to companies of the investment group UFuture. The founder of that business group is Vasyl Khmelnytsky — Member of Parliament of Ukraine in the IV–VII convocations, former member of the Party of Regions, who voted for the so-called "dictatorship laws" on 16 January 2014.

Media materials also record contact between Olena Dudar’s company and Vasyl Khmelnytsky. In an Ukrainska Pravda article dated 2010, possible schemes for distributing Kyiv land after a Kyiv Council meeting in 2007 were discussed, which, author Tetiana Chornovil alleged, were carried out in the interests of Vasyl Khmelnytsky’s business empire. TOB "Nova Ukraina" is mentioned as one of the companies that transferred land plots to housing cooperatives, and the author asserts that it, together with TOB "Khotivskyi," TOB "Tarasivka," and TOB "Buzivske," was connected through a common founder — the Cyprus company Densec Limited, which the investigation connects to Vasyl Khmelnytsky’s business structures.

This is far from the last media mention, since TOB "Nova Ukraina" has repeatedly been the subject of journalistic investigations. For example, in 2021 the publication "KyivVlada" reported that during Vitali Klitschko’s leadership of Kyiv, the company allegedly had the opportunity to improperly register the right of permanent use to more than 375 hectares of agricultural land in the Desnianskyi district of the capital. This concerns territory on which the Troieshchyna Meadows landscape reserve was later established. According to journalists, the company also tried in court to revoke the protected environmental status of this territory and to achieve division of the land plot, which, the article noted, could have jeopardized the project to provide housing for victims of the "Elita-Center" fraud.

In 2023 another land scandal arose around the company. According to KyivRegion, the Brovary City Council was planning to consider the inventory of 241,7 hectares in the Knyazhychi starosta district in favor of TOB "Nova Ukraina." Journalists noted that the history of these lands began back in 1992 after the reorganization of the Kirov state farm into KSP "Nova Ukraina." According to them, land shares were never transferred to workers; later the enterprise was driven to bankruptcy and re-registered as a TOB that began claiming the rights of the former state farm. At the same time, former Brovary city council secretary Serhiy Bohutskyi stated that TOB "Nova Ukraina" is not the legal successor of the KSP regarding these lands, and he said that such a position is confirmed by the decisions of the Higher Economic Court of Ukraine made in 2017. Olena Dudar herself then explained the initiative as a need to comply with the Law of Ukraine "On Land Management."

Connection with Russia?

To understand this, note that TOB "Brovary Plant of Construction Structures" is not the only company of the Dudar family. They have another enterprise with a very dry name — PJSC "Brovary Plant of Reinforced Concrete Structures" (BZZK). In the context of this company, it is worth examining its owners.

According to registries, the largest owner is the Cyprus company ESTATEX HOLDINGS LIMITED, which holds 56,04% of ordinary registered shares, while 21,35% of shares are owned by PJSC "Brovary Plant of Construction Structures," where Olena Dudar is still a signatory. The ultimate beneficial owner is identified as Mykhailo Dudar, who exerts indirect decisive influence with a share of 73%.

Interestingly, as of 2021 the shareholder list included the company PROMTEK-2000, 31140438, which owned from the total number (%): 13.14. Today that company is named "vidpochynkovy dim" (recreational house); the name was changed in 2025. Among the beneficiaries of that private limited company was a Russian citizen, Andriy Volodymyrovych Mordvinov.

False declaration?

Over her years as a deputy, many questions have accumulated about Olena Dudar — and not only regarding her ties to the family business. The deputy is also suspected of providing false information in declarations. Everything secret eventually becomes public, and two traffic accidents in which a court found Dudar guilty may indicate possible concealment of assets. In both cases she was driving a Mercedes that was not listed in her declarations for the respective years.

Thus, in case No. 757/28550/22-p the court established that on 8 October 2022 Olena Dudar, while driving a Mercedes, failed to maintain a safe distance and collided with a Ford, as a result of which both vehicles suffered mechanical damage. The Pecherskyi District Court of Kyiv found her guilty under Art. 124 of the Code of Ukraine on Administrative Offenses and fined her 850 hryvnias.

The second accident occurred on 9 October 2024 (case No. 761/39703/24). Then Olena Dudar, driving a Mercedes, violated maneuvering rules, collided with a Hyundai, and subsequently left the scene of the traffic accident. The Shevchenkivskyi District Court of Kyiv found her guilty under Art. 124 and Arts. 122–4 of the Code of Ukraine on Administrative Offenses and imposed a fine of 3 400 hryvnias, as well as collecting 605,60 hryvnias in court fees.

At the same time, Dudar officially declared a considerable amount of property, at least in real estate. The city council deputy owns several apartments:

Kyiv region, Brovary, Kyivska Street, building 265/3, apartment, residential complex "Shokolad". The value of such an apartment can start from 85 thousand dollars.

Another apartment, the value of which may exceed 115 thousand dollars, is located in the "EDEM" residential complex, Kyiv region, Brovary, Pavlo Chubynskyi Street, building 3, apartment ***.

A third apartment is in an older residential building, Kyiv region, Brovary, Korolenka Street, building 54a, apartment *. Apartment values there start from 40 thousand dollars.

The deputy also owns a house in Borodianka District, Kyiv region, village Zahaltsi, Svobody Street, house **, cadastral: 3221082001:06:002:0***, 3221082001:06:002:0***. House prices in this locality start from 3 million hryvnias.

And several land plots:

And a garage in Brovary, Ihor Zaviriukhin Street, building 21, garage *, value from 42 thousand dollars.

What Dudar puts in her garage cannot be stated reliably, since her declaration for 2025 did not list any vehicles. Until the end of 2024 the deputy likely drove a BMW 535 2013 year. Value from 15 thousand dollars.

Meanwhile, the Dudar family’s construction company owns several expensive cars, namely:

Mercedes-Benz E 450 2021 year, white. The value on the secondary market now starts from 45 thousand dollars.

By the way, according to the deputy’s declaration, a co-owner of part of Olena Dudar’s property is Vadym Mykolaenko, who works as a lawyer for BZBK. And Mykolaenko is likely not only a co-owner but also Dudar’s cohabitant. At least their joint photos and tags on social networks may indicate this. However, he is not listed in the declaration as a person with whom the deputy jointly resides.

Perhaps Ms. Dudar forgot about him, just as she forgot about the two Mercedes?

Given the close business relations between the deputy and her developer father, we can also recall Mykhailo Ivanovych Dudar’s property. These include two expensive apartments in the new residential complex "Javanna City," located in Brovary at Pavlo Chubynskyi Street, building 9-a, apartment **, apartment **. Value from 200 thousand dollars.

A house in the village Peremoha, Brovary district, Sadova Street, **. Prices for similar houses there start from 5 million hryvnias.

And, jointly owned with his daughter, the aforementioned land plots in Kyiv region, Borodianka district, Zahaltsi village, 3221082001:06:002:0***, 3221082001:06:002:0***.

Also held in joint ownership are a garage in Brovary on Semashko Street (Ihor Zaviriukhin Street), building 21, garage *, apartment at Kyivska Street 54a, apartment * in Brovary, and a house in Kyiv region, Borodianka district, village Zahaltsi, Sverdlova Street, house **.
