Fights, Detentions, and Balaclavas: Lubinets Criticized the Work of the Recruitment and Territorial Centers

Odessa region became the leader in Ukraine by the number of complaints about the work of territorial recruitment centers and social support centers. From the beginning of 2026 year to the Office of the Ombudsman, residents of the region submitted 453 inquiries.

This was reported by the Commissioner of the Verkhovna Rada for Human Rights, Dmytro Lubinets, on the Ombudsman’s website.

According to Lubinets, this volume of complaints indicates not isolated cases but accumulated systemic problems. People expected a clear and lawful mobilization procedure, but part of the complaints remained without proper response, which increased distrust in state bodies.

Among the resonant incidents in Odesa, the ombudsperson recalled a case involving a 19-year-old boy who, in forms, was allegedly sprayed with tear gas and forcefully dragged from a taxi.

He also cited an example of a man who was detained right on the street and afterwards ended up in intensive care.

Separately, Lubinets spoke about a case involving a citizen with a disability of Group II. Despite legal grounds for exemption from military service, he remained in the Obereg registry as mobilization-conscriptable. The man was able to restore his rights only through the court.

Tension around the TCC is rising

The ombudsperson also drew attention to an incident in Odesa when a civilian opened fire on TCC staff. He emphasized that using weaponry against state representatives is unacceptable.

At the same time, Lubinets stated that such cases demonstrate a high level of societal tension. In his view, the use of force during mobilization can lead to further escalation of conflicts.

Separately, the ombudsperson urged TCC workers not to conceal their faces under balaclavas and to wear identifying marks. He stressed that mobilization during wartime must be conducted in accordance with the laws and citizens’ rights.

Inspections of the TCC following complaints

The Military Police began surprise inspections of territorial recruitment centers across the country. As a result of the inspections, violations were found, administrative protocols were drawn up, and criminal proceedings were opened.
