1,5 million people in the database: PCCs handed police data about draft evaders

Since the beginning of 2026 year, the territorial personnel centers for staffing and social support have submitted to the police more than 1,5 million reports about searches for those liable for military service. During the period of martial law, law enforcement opened more than 20 thousand criminal cases related to possible evasion of mobilization.

This was stated by acting head of the National Police of Ukraine Maksym Tsutskyridze in an interview with Censor.NET.

According to the head of the National Police, such cases are recorded in almost all regions of Ukraine. The most criminal proceedings for evasion of mobilization were opened in Dnipropetrovsk region — more than 1,9 thousand.

In Zakarpattia, law enforcement is investigating about 1,5 thousand such cases. More than a thousand proceedings were also recorded in Volyn, Mykolaiv, and Odesa regions. Lviv, Vinnytsia, Kharkiv, and Sumy regions also have significant figures.

Tsutskyridze also spoke separately about the police’s interaction with the PCCs and S&S centers in locating those liable for military service who, according to the territorial centers, are evading the draft.

Since the beginning of 2026 year, the police have received more than 1,5 million corresponding reports. Law enforcement is processing this data and conducting the necessary checks.

At the same time, the police emphasize that liability for violations during mobilization may concern not only those liable for military service. If unlawful decisions were facilitated by officials or intermediaries, their actions must also receive legal assessment.

“You cannot place all the responsibility solely on the person liable for military service who used a scheme. If unlawful decisions were facilitated by officials or intermediaries, their actions must also receive legal assessment,” Tsutskyridze said.

At the same time, law enforcement is checking the activities of PCCs, military medical commissions, and other institutions involved in mobilization procedures. This concerns, in particular, possible abuses in issuing exemptions, decisions by military-medical commissions, as well as possible illegal enrichment by officials.

Earlier it was reported that the head of the Mykolaiv regional PCC and S&S was detained. According to the investigation, the official received 10 thousand dollars for a promise not to take measures against three persons liable for military service.
