Regions Named With the Highest Number of Cases for Evasion of Mobilization

The National Police investigated more than 20 thousand criminal proceedings for evasion of conscription during martial law. The largest numbers of such cases were recorded in Dnipropetrovsk, Zakarpattia, Volyn, Mykolaiv, and Odesa regions. This was reported by Hlavcom with reference to an interview of Acting Head of the National Police Maksym Tsutskiridze for Censor.NET.

According to Tsutskiridze, Dnipropetrovsk region is investigating more than 1,9 thousand such proceedings, and in Zakarpattia — about 1,5 thousand. Over a thousand more cases fall on Volyn, Mykolaiv, and Odesa regions. A significant number of proceedings are also in Lviv, Vinnytsia, Kharkiv, and Sumy regions.

The head of the National Police noted that such criminal proceedings exist practically across all of Ukraine. "We have the most of these proceedings in large industrial and border regions," Tsutskiridze said.

He said that law enforcement is separately investigating possible abuses by officials of the military commissariats (TCK) and their units (SP). About 80% of TCK leaders who fall under police investigation are district-level leaders. In total, 76 TCK leaders at the regional, district, and city levels have been notified of suspicion.

Among possible abuses by TCK officials, Tsutskiridze named taking illicit benefits for favorable decisions, influencing other officials, illegal issuance of military registration documents, making changes to the "Oberih" registry, falsely declaring someone unfit for military service, and facilitating illegal departure abroad.

Earlier, Hlavcom reported that the SBU together with the National Police uncovered nine schemes for evasion of mobilization that operated in various regions of Ukraine. Law enforcement detained ten organizers who, for money, prepared forged medical documents, illegal deferments, fictitious employment for job protection, and helped those liable for service illegally cross the border.
