Who's "borrowing until payday"? Officials who keep their money in IOUs

Project “People’s NAPC”, having analyzed the full dataset of electronic declarations for the 2015-year, found that out of 26 billion UAH in cash and non-cash savings, 2,4 billion hryvnias are held by officials with third parties. This amount is comparable to all the savings of civil servants and their family members on bank accounts (5,9 billion hryvnias).

Almost 10% of all personal and family savings do Ukrainian officials keep in the form of funds borrowed by third parties.

This amount is comparable to all the savings of civil servants and their families on bank accounts (5,9 billion hryvnias).

The most “generous” declarant turned out to be MP Yuriy Derevyanko, who lent his brother Oleh more than 10,5 million dollars. Not far behind in trustfulness is the Kyiv mayor Vitali Klitschko – he has 8,5 million euros and 700 thousand dollars recorded in debt.

More than 210 million hryvnias (in dollars and euros) are owed to the deputy minister of energy Ihor Didenko.

Nearing equality, deputy speakers Serhiy Martyniak (Freedom) and Vadym Nesterenko (BPP) owe more than 140 million hryvnias. In Nesterenko’s case, it is the hryvnia equivalent, since the funds were lent by the deputy in US dollars.

In the second five, with borrowed amounts from 50 to 100 million hryvnias (in equivalent), fell: President Petro Poroshenko, deputies Oleksandr Suprunenko, Hlib Zagoriy, and Dmytro Shentsov, and First Deputy Head of Zaporizhia Oblast Dmytro Davtyan.

The rating was compiled based on the hryvnia equivalent of the total funds held with third parties. The hryvnia equivalent was calculated using the NBU rate as of 31.12.2015.
