TCC mobilized the sole guardian of an orphan in Dnipro

In Dnipro a man who was the sole guardian of a 17-year-old orphaned girl was mobilized. The minor went on her own to the Territorial Center for Recruitment and Social Support to submit the necessary documents, but by that time the man had already been sent to the training ground. This was reported by Glavcom with reference to Verkhovna Rada Commissioner for Human Rights Dmytro Lubinets.

According to the ombudsman, the 17-year-old girl waited for her guardian at home. The man left the house but did not return. Later he called the girl and told her that he was being taken to the TCC. The minor traveled there on her own to show documents and explain that the man was her guardian. However, after arriving the girl found out that he had already been sent to the training ground.

“Imagine the state of this child: the person who is legally responsible for her simply disappears from the home, and she is forced to search for him at the TCC herself to prove who he is to her,” Lubinets said.

The ombudsman emphasized that the need for mobilization does not cancel a child’s rights. He also pointed to the problem of informing relatives of mobilized people. In his words, a person can end up at a TCC, undergo a military medical commission and be sent to a military unit, while their relatives may not know where they are.

The Commissioner’s representative in Dnipropetrovsk region, Oleksii Urlatkin, is already working on the situation. The ombudsman’s office sent inquiries to the Left Bank Children’s Service of the Dnipro City Council and to the Dnipropetrovsk Regional TCC and SS.

“Now we must get clear answers: who and how ensured the rights of the 17-year-old child after her sole guardian went to the military?” Lubinets said. Currently the girl is staying with her grandmother. At the same time, as the ombudsman explained, the mere fact that the grandmother cares for the minor does not automatically make her the child’s legal representative.

Lubinets stressed that it is necessary to determine who will represent the girl’s interests and bear responsibility if something happens to her. The ombudsman also linked the situation to the consequences of the reform by the former leadership of the Ministry of Defense of Ukraine and said systemic problems need to be fixed.

Recall that in June Glavcom wrote that in Kryvyi Rih a 34-year-old man who was raising his five-year-old daughter alone was mobilized. When the father was taken, the child was at kindergarten and was effectively left without close supervision. It is known that the man twice tried to obtain a deferment but was denied.
