Military recruitment centers could get help: Parliament named who would be involved in mobilization

The Verkhovna Rada does not support the idea of giving the National Police broader powers in the area of mobilization. Instead, some tasks could be carried out by other state bodies and local authorities within their powers.

This was stated by People's Deputy and member of the Verkhovna Rada Committee on Law Enforcement Oleksandr Bakumov, according to Telegraf.

The question of the police’s role in mobilization measures became topical again after a conflict between personnel of the military recruitment centers and local residents in Lviv. Against this background, discussions began about possibly expanding law enforcement’s participation in conscription-related processes.

At present, the National Police already perform certain tasks in this area. In particular, officers can deliver to recruitment centers people who have been declared administratively wanted for violating military registration rules.

At the same time, Oleksandr Bakumov considers it impractical to transfer broader functions to the police — for example, maintaining registries of conscripts or determining needs for mobilization resources.

According to the deputy, if citizens begin to perceive police officers as representatives of the mobilization system, this could negatively affect public trust in law enforcement.

In his view, the police’s primary task is to ensure law and order and citizen safety, not to perform the functions of territorial recruitment centers.

Meanwhile, some tasks can be performed by other authorities. The deputy drew attention to the role of local self-government, which is also a participant in the mobilization process.

Bakumov said that local authorities should more actively perform the duties prescribed by law and assist recruitment centers within their powers.

Separately, the deputy criticized situations when mobilization actions are carried out by people in balaclavas or using vehicles without identifying marks. Such cases, he said, provoke public outrage.

At the same time, the Rada notes that currently there is no other state structure that could fully replace the recruitment centers and take over all their functions.

Therefore, according to Bakumov, the issue of mobilization requires a comprehensive approach. It concerns not only organizing processes but also motivating citizens to serve and properly providing for servicemembers.
