In Dnipro, a Territorial Recruitment Center Sent the Sole Guardian of a 17-Year-Old Orphan to a Training Ground

In Dnipro, servicemembers of a Territorial Recruitment Center detained and sent to a training ground the sole guardian of a minor girl orphan. The child arrived at the facility on her own with documents, but by that time her legal representative had already been taken for military training.

This incident was reported on 18 August by Verkhovna Rada Commissioner for Human Rights Dmytro Lubinets.

Details of the scandal with the Territorial Recruitment Center in Dnipro

According to the ombudsman, the man managed to call the child and warn her that he was being taken to the Territorial Recruitment Center. Afterwards the 17-year-old girl went there with documents to explain the situation.

Lubinets emphasized that mobilization is a necessity, but the conditions of martial law do not cancel the rights of the child. However, these actions resulted in the person legally responsible for the minor disappearing from home, and the orphan independently seeking a guardian at institutions.

The case is currently being handled by the Commissioner’s representative in Dnipropetrovsk region, Oleksiy Urlatkin. The ombudsman’s office has already sent inquiries to the Left Bank Service for Children of the Dnipro City Council and the regional Territorial Recruitment Center to clarify the circumstances.

The girl is now staying with her grandmother. But the mere fact that the grandmother cares for her does not automatically make her the child’s legal representative. So a very concrete question arises: if something happens to the child — who will represent her interests and who will bear responsibility for that?

The ombudsman believes the situation must be "corrected immediately." "A system that is supposed to work clearly and transparently cannot leave people and their relatives without answers — especially when it concerns a minor child," he summarized.

Recall that ten servicemembers of one of the district Territorial Recruitment Centers and Military Commissariats in Odesa are suspected of illegal deprivation of liberty and torture of men. They also used physical force and tear gas against them. The suspects were detained and preventive measures were chosen for them.
