How Tetyana Plachkova Is Rocking Odesa

Beginning. This story is about how a gray mouse can, in the conditions of Ukraine, turn into a vicious bull terrier; about desperate injustice and the triumph of state cynicism in an extra-legal society.

Citizen of Ukraine and Bulgaria Tetyana Plachkova, originally from Kharkiv, today serves us in the Verkhovna Rada as a deputy from OPZZh. Just ten years ago no one knew her; she worked as a lawyer in an unremarkable law office, and, colleagues recall, struggled to earn enough for a hairdresser, rode trams, and borrowed one hundred dollars a month. Everything changed in the 2011 year, when Yanukovych came to power and a Donetsk residence registration helped one become a “smótriach” or a manager of the cash side of the state. To Tetyana’s good fortune, a division of DABI (construction inspection) of the Odesa region was located next to her room in the building on Admiralskyi Avenue; with the intellect of Donetsk lads, problems already began, and the Kharkiv native showed sympathy for the Donetsk boys, fortunately almost compatriots.

The woman needed money and she moonlighted as a small intermediary between builders and the bribe-takers at DABI — that is, she simply negotiated bribes, added her “cut,” received stacks of dollars and delivered them to officials. That’s how she became a well-known figure among Odesa builders and, of course, law enforcement. People knew her by her first name, and no one asked her surname. Yanukovych fled, the woman lost her job, but Petro Oleksiyovych needed personnel and soon new verticals worse than the Donetsk ones were created in Ukraine.

Connections

The resurrection of a member of the Party of Regions, Tetyana Plachkova, was aided by her new boyfriend from Donetsk, well known in Yanukovych’s homeland as the owner of a funeral business, Oleksii Horovyi. The accomplices organized a shadow office and soon a corruption business in the permitting system emerged across Ukraine thanks to the connections of brothers Oleksii and Yurii Horovyi in the top of the new post-Maidan power. By the way, search the internet for information about this criminal duo, connected with Ivanyushchenko and the criminal circles of Donetsk. Yurii Horovyi, according to our information, spends large sums to scrub the internet and its search engines of the flood of negative information about the criminal activities of the Horovys - Plachkova.

The vertical was built as part of an organized group, starting from Ihor Kononenko, a friend of Petro Poroshenko and his business partner, who provided the shadow quota and the rights to collect tribute from Ukrainian builders. In the financial-corruption pyramid, the top of the Ukrainian state received money from Vadym Stolar and one of the Horovys: Maksym Martyniuk in the government, regional inspection heads fed on the leftovers, although that did not prevent them from buying tuned Mercedes 600.

We are talking about hundreds of millions of dollars. Think about the tariffs; for example: under Yanukovych, for issuing a permit to build a single multi-storey building, developers paid from 5 to 8 dollars into the shadow fund, and for commissioning buildings 5 dollars.

In total, from 10 to 18 dollars per square meter of area, so the sum of the “take” from 10 thousand square meters of housing of a ten-story standard building is about 150 thousand dollars. Plachkova and company, having studied the construction mafia’s activities in detail, perfected DABI’s shadow industry:

1) tariffs rose to 20 dollars per square meter for issuing permits, and bribes for accepting buildings doubled.

2) a number of fictitious companies were created, for example the legal company “K and Case,” LLC “Odesa BTI,” LLC “Pravoproekt,” LLC “Design and Architecture Studio ‘Apelsyn’,” LLC “Dokumenty,” through which businessmen building millions of anonymous, uncomfortable concrete residential meters in Ukraine were funneled. No one cared about the real condition of housing projects, only the millions of dollars laundered by the Stolar–Plachkova–Horovyi gang.

3) Complete blocking of documents issued by independent design and expert structures. In such cases a chain of front public organizations owned by the Horovys would be switched on, such as “Stop Lawlessness,” “Common Goal,” and other “Anti-Corruption Committees of the World Revolution,” created by Ukraine’s top-level corrupt figures.

The cynicism and ruthlessness of Tetyana Plachkova and the Horovys’ criminal clan reached an apogee when they engaged in deceiving developers who were bringing them those very bribes.

The authors of the article know of seven cases when bribe-payers brought from 50 to 150 thousand dollars, received construction permits, and six months later a hand-controlled DABI inspection would visit and seize the permit; with trembling hands the humiliated builders repeated the payments and again received the permit.

One can laugh at unsuccessful entrepreneurs, but it is a laugh through tears, because it is precisely thanks to people like Tetyana that Ukraine is being built up with low-quality terrible housing at insane prices — up to 80 dollars per square meter of Ukrainian housing — which are furs, jewelry, limousines, apartments, houses, yachts of the corrupt and criminal scum.

In 2016, Plachkova moved to Kyiv, bought an apartment worth over 500 thousand dollars with an area of 217 square meters, which Oleksandr Dubinsky wrote about; she vacations with her boyfriend and “fixers” in the Dominican Republic, Courchevel and Monaco.

Today. They fixed it

Year 2019. Tetyana Plachkova buys a mandate as a deputy of the Verkhovna Rada from OPZZh, Yurii Horovyi, through Andrii Vavrysh, gets into Andrii Bohdan’s Office of the President, and Tetyana Plachkova in the restaurant “Babel Fish” in October announces to Odesa developers and “fixers” that there is little time left to wait for her. Today Plachkova is a regular guest in the Odesa beloved by this clan; she dives into any high-profile topics, for example a barge-tanker carrying petroleum products sank, and she speaks out against the construction mafia at briefings in that same Odesa, where she and her accomplices created the corruption monster. A flurry of “exposing” publications about the current head of DABI, Buyukli, is active work of this Donetsk funeral group. Tetyana Plachkova today maintains constant contact with her executors from the construction inspection and her accomplices. These are known intermediaries of the Kharkiv dame — Stanislav Haivoronskyi, who worked together with his wife under the scheme of front companies described above, Olena Aikhel and Oksana Butkovska, who have unauthorized access to “Prozorro DABI” and influence the publication of declarations. Oleksandr Avdiiev, former head of Odesa regional DABI. It was Avdiiev who informed the current employees of this agency about the imminent revival in power of the Horovys and Plachkova. In Odesa people are used to the venality of any authority; Odesa builders catch scraps of information from Kyiv with anxiety. In the series “Servant of the People” the Plachkovs and Horovys were put in prison, but intuition suggests that realities may be different. Maybe it’s unnecessary?
