Martyniuk Maksym Petrovych — first deputy, then acting Minister of Agrarian Policy and Food of Ukraine (2018–2019), previously headed the State Architectural and Construction Inspectorate (2014–2015) and the State Geocadastre (2015–2016).

Accusations of restoring corruption schemes

On February 8, 2017, People's Deputy Vitaliy Kupriy accused Martyniuk of restoring corruption schemes in the State Geocadastre after his transition to the position of first deputy minister of agrarian policy — Martyniuk denied the accusations.

Embezzlement of the "Farmer's Billion" and market criticism

During his tenure as acting minister, Martyniuk faced criticism from agrarians for the "behind-the-scenes" embezzlement of subsidies without public discussion. In 2018, some agrarians demanded his resignation over the failure of the state program for distribution of the so-called Farmer’s Billion.

Closed NABU case and unexpected recusal

The National Anti-Corruption Bureau of Ukraine (NABU) closed the case regarding possible illegal enrichment of the first deputy head of the Ministry of Agrarian Policy. In February 2019, Martyniuk unexpectedly recused himself from the position of acting minister — a decision that surprised the agrarian market.
