Klitschko urged to dismiss corrupt officials linked to Komarnytskyi, Zubyk and Kucher

Activists demand that the Kyiv mayor refer the corruption in construction to law enforcement

Activists of the NGO "Stop Arbitrary Rule" are convinced that the head of the Department of Urban Planning and Architecture, Oleksandr Svystunov, first deputy Oleksandr Yastrubenko, and deputy Yurii Tatsii have for years led corruption in the KMDA, and they demand that Mayor Vitali Klitschko dismiss them from their positions.

They said this during a KMDA commission meeting to verify information about high-profile construction projects with the aim of stopping corruption in the Department of Urban Planning and Architecture.

According to the activists, they cover up illegal constructions for the former head of the "Chernovetskyi Bloc" faction in the Kyiv City Council, Denys Komarnytskyi, who the media call the city's "watcher," the owner of Intergal-Bud Volodymyr Zubyk, and the former head of the Kyiv DABI Serhii Kucher, who still has influence over the capital’s construction and architectural sector.

“Corruption has long flourished in the KMDA Architecture Department. Its director Svystunov, together with deputies Tatsii and Yastrubenko, for several years have abetted illegal constructions in Kyiv, receiving kickbacks from this. The beneficiaries of the illegal constructions that "feed" the capital's architecture officials are the 'watcher' Komarnytskyi, Intergal-Bud owner Zubyk and former head of the Kyiv DABI Kucher, who still retains influence over state architectural control. We have repeatedly appealed to the KMDA architectural department regarding such projects as the CITY HUB residential complex on Kudriashova Street, 10, the Akadem Quarter residential complex at Pryladovyi Lane, 10, which Zubyk is building, as well as projects at Zhmachenka, 20, Peremohy, 50-A, Poshtova Square, 3-B. All these constructions are illegal. However, we have not seen any concrete actions from officials to stop them. Obviously, Svystunov, Tatsii and Yastrubenko are simply covering for the owner of illegal developments Zubyk, the 'fixer' Kucher and the 'watcher' Komarnytskyi,” said the head of Stop Arbitrary Rule, Serhii Severyn.

Activists demand that the city mayor Vitali Klitschko dismiss Svystunov, Tatsii and Yastrubenko, and also refer their links with Komarnytskyi, Zubyk and Kucher to law enforcement for investigation.

“We demand a response from Kyiv Mayor Vitali Klitschko regarding the corruption that thrives within the walls of the KMDA, specifically in the Department of Urban Planning and Architecture. If Klitschko does not suspend Svystunov, Tatsii and Yastrubenko from their positions and does not stop corruption in architecture, if he does not refer the connections of these officials with Zubyk and Kucher and the 'watcher' Komarnytskyi to law enforcement bodies for investigation, it will mean only one thing — that he knows about this corruption and is leading it,” the NGO head emphasized.

He also called on Vitali Klitschko to drive together to the listed addresses so that he could see with his own eyes that illegal constructions are taking place there and immediately stop them.

"We demand that the mayor now go together with journalists and activists to these illegal construction sites, show the mayor everything that is happening there, and that he immediately make a decision to stop them. We demand actions and decisions from the mayor right now. We do not want and cannot wait any longer. If Klitschko does not meet our demands — it means he is also involved in these corrupt construction schemes," summarized Serhii Severyn.
