In 2014, the Security Service of Ukraine (SBU) initiated a criminal case against Kucher together with former head of DABI Oleksandr Rybak (son of former Verkhovna Rada Speaker Rybak). In 2008, together with the company of Member of Parliament Dmytro Andriievskyi, he joined the founders of 'Sitybudmayster', which was part of the 'Inteko' holding; this company received almost UAH 9 million for the repair of the fountain on Chervonoarmiyska Street — which journalists characterized as a tender scheme.
Unofficial business with Mykyta for UAH 50 million and 'indulgence' for past sins
A copy of an unofficial agreement dated May 2016 between Kucher and Maksym Mykytas fell into the hands of journalists: both invested UAH 25.3 million in the 'Charivne Misto' and 'Brovarskyi Prospekt' projects — although both were officials at that time and were not allowed to engage in entrepreneurship. Anonymous sources within Kyiv City State Administration confirmed that Kucher "feels very confident in Kyiv, because he not only 'bought' indulgence for past sins but also continues to influence illegal construction processes in the capital" through subordinates in the Department of Urban Planning.
