Shevki Adzhuner called Pyshnyi the person who brought Vesely to Sens Bank

10 September, at a meeting of the Temporary Investigative Commission of the Verkhovna Rada, former chairman of the supervisory board of Sens Bank Shevki Adzhuner stated that the candidacy of Vasyl Vesely for work at the bank was personally introduced to and recommended to him by the Governor of the National Bank of Ukraine, Andriy Pyshnyi. According to Adzhuner, the meeting took place on the premises of the NBU, and the deputy governor of the regulator, Dmytro Oleynyk, may also have been present.

As the media write, Adzhuner recounted the circumstances of Vesely’s appearance at Sens Bank while discussing the situation around the state financial institution. He stated that it was precisely the recommendation of the NBU leadership that was the basis for Vesely’s appointment, although, in his words, Vesely did not have substantial experience in the banking sector or the relevant communications competencies. Initially, Vesely was appointed for a probationary period of three months. After its completion, his term was extended by another year. In banking circles, it is alleged that Vesely was perceived as a representative of or a communication channel for the Office of the President within the state bank. After Sens Bank was nationalized, the state gained control of the institution. Against that backdrop, an adviser responsible for interaction with stakeholders appeared at the bank. The circumstances of his appointment, according to information presented in the case materials, also became the subject of testimony by members of the bank’s management to law enforcement agencies. Separately, Adzhuner linked the Vesely story to his own prior experience working in the state banking sector. In 2019 he chaired the supervisory board of Oschadbank when Pyshnyi was the chairman of the management board. At that time the supervisory board, without holding a competition, extended Pyshnyi’s powers.

Later, under the leadership of Yakov Smolii, the National Bank refused to approve Adzhuner. He challenged that decision in the courts and, according to the provided data, won the case at all instances, including the Supreme Court. Adzhuner also served on the supervisory board of JSC Ukrzaliznytsia. During the TIC meeting, Adzhuner emphasized that it was Pyshnyi who personally introduced him to Vesely and recommended his candidacy. He also suggested that Oleynyk may have been present at the meeting in the NBU. At the same time, this detail in Adzhuner’s statement is presented as an assumption rather than an established fact. In materials related to investigations around Sens Bank, there are recordings of conversations in which Vesely, according to the information provided, discussed issues of forming the composition of the bank’s supervisory board — specifically, what composition the governing body should have. Thus, Adzhuner’s testimony at the TIC meeting concerned not only Vesely’s appointment itself but also the circumstances of his appearance at the bank after the institution came under state control. At the same time, the assertions he made about the motives for the recommendation, Vesely’s connections, and his possible role require separate verification and are not facts established by a court. Law enforcement agencies conducted investigations regarding Vasyl Vesely, including a case concerning possible money laundering. In June 2026 a search was conducted at his premises as part of the corresponding criminal proceeding. At the same time, information about his alleged detention was not confirmed, and there are no open-source records of Vesely being served with a suspicion in this case. His name also appears in journalistic materials related to the so-called “Mindich tapes” and the situation around Sens Bank.
