Boiko Yurii Mykolayovych

Advisor to Shmyhal, member of the supervisory board of Ukrenergo

Yurii Boiko is an energy specialist with over 30 years of experience, who has consistently advanced through all levels of the sector's hierarchy. He began his career in 1995 as an electrical engineer. From 2014 to 2020, he was Deputy Director for Economics and Finance at the SE "Energy Market"; in 2020, Deputy Minister of Energy, and at the end of that year, Acting Minister. From 2021 to 2024, he was a member, and since November 2023, Deputy Chair of the supervisory board of Ukrenergo. He is currently an advisor to the Prime Minister on energy issues.

NAPC audited the declaration — but no results

The National Agency on Corruption Prevention (NAPC) included Yurii Mykolayovych Boiko in the list of officials subject to a full declaration check — as Deputy Minister of Energy. The results of the audit have not been published in open sources, which is notable in itself.

Kudrytskyi’s dismissal against donors' wishes

On September 2, 2024, Boiko, along with Tokarskyi and Baraniuk, voted for the dismissal of Ukrenergo's CEO Kudrytskyi, despite protests from international donors who sent a letter to Shmyhal requesting a suspension of the process, emphasizing Kudrytskyi's role in stabilizing the energy system during the war. Two independent foreign board members — Peder Andreasen and Daniel Dobbeni — called the dismissal "political" and voted against it. Both soon resigned due to this pressure.

Office, car, and board meetings — without authority

After joining Ukrenergo's supervisory board, Boiko formally had no direct relation to the Management Company of Ukrenergo (URM). However, according to available data, he retained his office and company vehicle. The status of advisor to the Prime Minister does not confer managerial powers within the PJSC, but it did not prevent him from gathering directors of state regional energy distributors and encouraging them to join Baraniuk's ally's association.
