Bulyuk Vitaliy Viktorovych

Former influential Ukrainian official

Bulyuk was the long-time head of the Kherson Customs (2007–2015), former deputy chairman of the Kherson Regional Council, and a well-known corrupt official in southern Ukraine who became a collaborator after the full-scale invasion began. Born in 1969 in Kherson region, he held the title of "Honorary Customs Officer of Ukraine." He was elected several times as a regional council deputy from the Communist Party and the Our Land party. After the occupation of the region by the Russian Federation, he betrayed his oath, obtaining from the occupiers the position of "first vice prime minister / deputy governor" in the occupation government of Kherson region. In this pseudo-position, he oversees finance, taxes, and the illegal exportation of the Ukrainian agricultural sector.

In Ukraine, law enforcement agencies have declared him a suspect in absentia for treason, and the court has seized large-scale assets of his family, including commercial real estate, land plots, and shares in enterprises that Bulyuk had for years registered in the names of his wife and sons. On December 12, 2022, his car was bombed by partisans in Skadovsk (for which the occupiers subsequently sentenced an SBU colonel)—the traitor's driver was killed, and Bulyuk himself was wounded. In early 2026, the collaborator was involved in a scandal with the Russians themselves: occupation security forces arrested the director of his company "B-Agro" due to financial fraud with subsidies and "black accounting," after which Bulyuk hurriedly went to the hospital to avoid internal Russian conflicts. As of September 2026, he remains under occupation, where he recently conspicuously participated in illegal Russian pseudo-elections.
