Chumak Serhii Yuriiovych

Ukrainian judge and public official, current member of the High Qualification Commission of Judges of Ukraine (since June 2023) and secretary of its First Chamber

Born in Luhansk, in 1996 graduated from the Faculty of Law of Rostov State University. He worked for a long time in the prosecutor's offices of Donetsk region and began his judicial career in 2004 at the Zhovtnevyi District Court of Mariupol. Since 2010, he served as a judge of the Administrative Court of Appeal, and in 2018 he was transferred to the position of judge of the Third Administrative Court of Appeal, from where he was delegated to the renewed composition of the High Qualification Commission of Judges of Ukraine (HQCJ). Among the positive markers of his biography is noted his refusal to ban peaceful assemblies in Luhansk during the Revolution of Dignity.

Declarations and Integrity

Serhii Chumak attracted the attention of specialized media and civil activists primarily due to questions regarding his asset declarations. Journalists and anti-corruption resources (including analysts from the Prosud platform and the publication "Law and Business") pointed out indications of property acquisitions at presumably understated values. Particular questions arose regarding an apartment in occupied Donetsk with an area of 62.6 m², registered in 2011 for an amount equivalent to only $12,000, as well as an apartment purchased in Dnipro (52 m²) in 2015, while holding the status of appellate court judge, declared at $6,500 USD. Additionally, in the legal community, there were behind-the-scenes allegations in media and social networks concerning potential conflicts of interest and mutual loyalty during the qualification assessment of certain candidates and relatives of colleagues after the HQCJ's reboot.
