Dmytro Davyan is a young official from Kharkiv whose rapid career across several cities simultaneously demonstrates a typical pattern of advancement through parental connections. Dmytro is the younger son of the well-known Kharkiv businessman and local deputy Oleksandr Davyan, founder of LLC "Investment Group 'DAD'". He graduated from Karazin Kharkiv National University in 2008, majoring in finance. His career began at the Zaporizhzhia Regional State Administration — immediately surrounded by scandal.

Zaporizhzhia, Kharkiv, Kyiv — and questions everywhere

Some members of the press have spoken unfavorably about Davyan’s work at the Zaporizhzhia Regional State Administration: claiming the young official came there "not with good intentions, but solely for financial interests." In 2014, while serving as a deputy of the Kharkiv City Council, Davyan did not attend a single session. Since September 27, 2017, he served as Deputy Head of the Kyiv City State Administration, responsible for transport issues. Former Kyiv mayor Omelchenko called the appointment unlawful: it was made by transferring from another state institution without coordination with the Kyiv City Council. In November 2019, Davyan was dismissed.
