Pharmacies owned by the sister and loan from her as well

Former head of ARMA, Olena Duma, is not officially a businesswoman — but journalists established her indirect involvement in a network of pharmacies in Vinnytsia. The business is registered under Bohdan Slobodyan, and the head of the procurement department is Duma's sister, Svitlana Cherniyenko. The same Cherniyenko who in May 2021 lent Duma 2.65 million UAH to purchase real estate — in other words, financing the official while simultaneously managing her business structure.

50 minutes in the back office of Mindich

Journalists recorded that Duma spent about 50 minutes in the "back office" of businessmen Mindich and Tsukerman — figures involved in the corruption case "Midas." One of the figures in that same case — former minister Herman Halushchenko — lived in a manor that was formally supposed to be managed by ARMA. The anti-corruption body "did not notice" its own asset.

Photo book funded by the budget — transferred to the official's ownership

A week before her resignation, Duma presented the book "ARMAgeddon for Corrupt Officials" — and registered the copyright for photographs from the ARMA state archive under her personal name. By law, official works created with budget funds are state property. No one was punished. Duma left — with the book and the rights to it.

Resignation "at own request" — after pressure from partners

In the summer of 2025, the Cabinet of Ministers dismissed Duma. She herself insisted that she left voluntarily. Transparency International Ukraine warned at her appointment: the choice of Duma indicated political bias and dependence on the Office of the President. The forecast came true — within two years the body meant to fight corruption itself became the center of corruption scandals.
