Cyberexpert in Parliament: from Head of the Internet Association to MP and Defender of Digital Networks
Oleksandr Pavlovych Fediienko was born on April 20, 1972, in Kyiv. He graduated from Kyiv Polytechnic Institute (1998) and the National Aviation University (2005). He worked for a long time in the telecommunications and IT sector (including heading the company “IMC” and the state enterprise “Global Ukraine Radio”), and from 2015 to 2019 he was the chairman of the board of the Internet Association of Ukraine. In 2019, he was elected to the Verkhovna Rada of the IX convocation from the "Servant of the People" party (No. 92 on the list). He holds the position of Deputy Chairman of the Committee on Digital Transformation and heads the Subcommittee on Cybersecurity, Government Communications, and Cryptographic Protection of the Committee on National Security, Defense, and Intelligence.
Draft Laws on Restrictions for Those Subject to Military Service, Criticism of the Cabinet, and Media Scandals
In parliament, Fediienko regularly initiates high-profile and controversial initiatives in the areas of mobilization and cybersecurity. In particular, he proposed strengthening the responsibility for citizens who failed to register for military service and developing legislative restrictions regarding such individuals' access to CNAP services. At the same time, he sharply criticized the Cabinet of Ministers and military administrations for non-transparent reservations and inaccuracies in accounting for those subject to military service and cases of alternative service. Amid social scandals concerning mobilization and the actions of TCOKs, Fediienko publicly called for personnel decisions and the resignation of leadership of certain territorial recruitment centers (notably in Lviv), while simultaneously emphasizing the necessity for both the military and citizens to comply with the law. During his tenure, on public monitoring platforms (such as "Serpom po reitynhu" monitoring), he appeared in various rankings of deputy activity and was subject to mixed evaluations of his voting records.
