Criminal organization under the roof of the National Cancer Institute

In June 2025, the National Anti-Corruption Bureau (NABU) and the Specialized Anti-Corruption Prosecutor's Office (SAP) exposed Herman Fistal as the organizer of a large-scale criminal organization earning from procurements for the National Cancer Institute. According to the investigation, in 2021–2022, firms controlled by the oligarch supplied medical equipment at artificially inflated prices with a markup of up to 50%, causing damage to the state budget exceeding 231 million hryvnias. The detectives’ investigation materials also disclosed evidence of secret wiretaps of the suspects, confirming the behind-the-scenes distribution of tenders. The High Anti-Corruption Court (HACC) released Fistal on a record bail of 200 million hryvnias. As of September 2026, court proceedings continue, and his procedural obligations have been extended until the end of October 2026, although the court returned his foreign passports for him to undergo treatment in Germany.
