Farmer, anti-corruption deputy in the Verkhovna Rada, governor of Luhansk region who "lived in the forest with wolves"

Born on November 18, 1971, in Milove, Luhansk region. From December 2014 to May 2016, he was deputy chairman of the Verkhovna Rada Committee on Prevention and Counteraction of Corruption. From April 29, 2016, to November 22, 2018, he was head of the Luhansk Regional Military-Civil Administration.

Harbuz made it into the top ten officials who were in power under Yanukovych and returned to leading positions under Poroshenko. Before that, he headed the Milove District State Administration but resigned a few months after Maidan.
