Born on November 18, 1971, in Milove, Luhansk region. From December 2014 to May 2016, he was deputy chairman of the Verkhovna Rada Committee on Prevention and Counteraction of Corruption. From April 29, 2016, to November 22, 2018, he was head of the Luhansk Regional Military-Civil Administration.
