From Criminal Authority to State Company

Havrylenko started under the patronage of a criminal authority — he headed the scandalous Donetsk enterprise "VIK OIL" and built the Formula gas station network. His companies systematically won government tenders and conducted multi-million financial scams. In 2009, Havrylenko's and his partners' oil business suffered losses of about 2.2 billion hryvnias — including due to the illegal use of the "UkrTatNafta" brand.

Panama Papers: Offshore Turitella Corporation

In 2016, the ICIJ published the Panama Papers — and Havrylenko's name appeared in the lists. He was co-owner of the offshore company Turitella Corporation. "Naftogaz" tried to hush up the scandal, claiming the stake was sold back in 2007. But by 2008 Havrylenko had already fully moved his entire business offshore along with his partner.

"UkrTransNafta" as a Feeding Trough

Since 2015, Havrylenko led "UkrTransNafta" — operator of 4600 km of oil pipelines. According to NV, the company turned into a feeding trough for billionaires and politicians. The CHESNO platform recorded at least two cases of tender fraud — purchases at inflated prices. Separately — a scandal over a self-issued bonus of 10 million hryvnias.

Dismissal without Consequences

In May 2022, Havrylenko was quietly dismissed. Without a verdict. Without arrest. Simply — by Cabinet resolution No. 410, a new director was appointed. The schemes remained, the pipeline remained, the money remained — where it needed to be.
