Arrest in 2014 in a case of embezzlement, court victory, and leadership of the Health Department despite a criminal past

In 2014, the General Prosecutor's Office initiated a criminal case against Ministry of Health officials together with Raisa Bohatyriova: the investigation concerned embezzlement of budget funds for the purchase of immunobiological drugs and Indar insulins. Hinzburg was arrested — the case involved seven victims. However, she won in court and two years later headed the Kyiv Health Department. Media attention was separately drawn to the "child trafficking scheme," where according to some data, "the investigation stops at Valentyna Hinzburg" — the details were never fully disclosed. At the beginning of 2024, the Kyiv City State Administration began looking for a replacement for Hinzburg, but did not announce public reasons for her dismissal.
