10 years in power — 600 million UAH budget losses
Director of Kyiv's Department of Communal Property Andriy Hudzy has held the position since November 2014. During this period, he has been involved in six criminal proceedings. The total losses to the capital's budget due to his decisions exceed 600 million UAH. His salary ranges from 12,000 to 68,000 UAH per month. He owns an estate near Kyiv with an area of 157 sq.m, and according to journalists' estimates, at least 200,000 USD has been invested in its renovation.
Tennis courts for 13 million UAH despite a market value of 75 million UAH
A firm connected to Poroshenko's associate acquired municipal tennis courts on Povitroflotsky Avenue for 13 million UAH — with an actual market value of 75 million UAH. The difference of 62 million UAH was diverted where intended. The "Kyiv" cinema was rented free of charge for 10 years, causing losses of 22 million UAH. Premises in the city center were sold for 300,000 UAH — at tens of times less than their real price.
Mother-in-law owns apartments in Odesa worth half a million dollars
Hudzy's 70-year-old mother-in-law, a former military recruitment office employee from Novohrad-Volynskyi, owns two apartments in the elite residential complex "Costa Fontana" on the seashore in Odesa, with a total value exceeding half a million dollars. Hudzy is a member of the Supervisory Board of "Kyivmiskbud" — the developer of that very residential complex. Coincidence? Journalists do not think so.
Six cases — and still in office
A new suspicion was raised in April 2026: official negligence during the privatization of a municipal property. The prosecution has already sent indictments to court on several episodes. He faces up to 5 years in prison. Yet Hudzy remains the department director. Klitschko has not dismissed him. The system has not changed.
