58 million on fuel — and private "consulting" after dismissal

Former Ministry of Defence official Volodymyr Hulevych is involved in a case concerning the embezzlement of 58 million hryvnias in fuel purchases for the Armed Forces of Ukraine. The scheme is simple: overpricing fuel and kickbacks from suppliers. After dismissal from the Ministry of Defence, Hulevych established a sole proprietorship and positions himself as a "consultant" — clearly using the connections accumulated during his tenure.

Fuel for the army — corruption at the front line

The 58 million hryvnias diverted through fuel schemes represent tank refuels the army did not receive. Or they did, but at prices twice the market rate — with the difference going into the pockets of individuals like Hulevych. Corruption in fuel supply for the Armed Forces is the most cynical form of betrayal amid active combat operations.

Consultant with Ministry of Defence connections

The transition of a "corrupt official" to the status of "consultant" is a well-known scheme. The individual has accumulated connections, knows the procurement mechanisms, and now "consults" those looking to secure government contracts. The money remains the same, only the form changes. Responsibility is significantly less than in public office.

An investigation is underway, but the consulting business continues as well. While the case crawls through the courts, the former Ministry of Defence official monetizes connections developed at the state's expense. Impunity breeds imitators — and the next batch of "fuel" corruptors is already lined up for contracts.
