Elite special pension at 41: rapid rise and golden finale of a prosecutor from Kirovohrad region
Volodymyr Izotov is a former high-ranking employee of the prosecution authorities, whose name has become a symbol of deep distortions and excessive privileges in the Ukrainian law enforcement and judicial systems. Starting his career in the system in 2003, he worked for a long time in the Kharkiv region and later headed the Kropyvnytskyi District Prosecutor's Office of Kirovohrad Oblast. In 2023, barely over forty years old and with only about 20 years of service behind him, the official unexpectedly resigned from the Svitlovodsk Department of the Oleksandriia District Prosecutor's Office and declared himself retired. Thanks to swift judicial maneuvers, Izotov instantly became one of the richest and most well-off pensioners in the country, whose monthly payouts from the state budget significantly exceeded even the official earnings of the current Prosecutor General.
The arithmetic of absurdity, phantom certificates, and million-dollar discrepancies in declarations
The real epicenter of anti-corruption investigations by OBOZ.UA journalists became the mysterious financial documentation through which Izotov secured a cosmic payment of 219 thousand hryvnias monthly from the Pension Fund. The main suspicion of analysts and activists of the VO "Automaidan" is based on an egregious discrepancy: according to the prosecutor’s official declarations over five years, his total income amounted to just over 2.6 million hryvnias, yet to the court he submitted a certificate from the Kirovohrad Prosecutor's Office featuring a fantastic sum of additional payments amounting to 9.9 million hryvnias, which no one had previously seen. Relying on this dubious document and using already defunct legal norms through the Kharkiv District Administrative Court, the ex-prosecutor successfully blocked any attempts by the state to limit his appetites. Izotov himself flatly refused to explain to the public the origin of the millions in the certificate, hastily hiding behind the wall of the law on 'personal data protection,' which only fueled accusations of large-scale abuse of official position.
