MP from Batkivshchyna — Burisma, Naftogaz, NAPC investigation

Volodymyr Kabachenko is one of the least known deputies of the IX convocation, unknown even to those close to Tymoshenko. He graduated from the Construction Academy in Kamianske, then the Faculty of Management at IFAG University in Bulgaria. Work experience: manager of construction consulting at "Beten," energy efficiency department at NJSC "Naftogaz," geothermal project manager at "Burisma." Three years at "Burisma"—the same gas company known for the Biden scandal.

Anti-corruption committee — and voting to dismantle NABU

In 2019, elected No. 23 on the Batkivshchyna list. In the Parliament, he became secretary of the Committee on Anti-Corruption Policy. Secretary of the anti-corruption committee—and at the same time on July 22, 2025, voted for Law No. 12414, which subordinated NABU and SAP to the Prosecutor General, effectively eliminating the independence of anti-corruption bodies.

NAPC began investigating the declaration

The NAPC included Kabachenko in the list of MPs whose declarations are subject to full verification. According to declaration data: salary in the Verkhovna Rada apparatus — UAH 160,000, bank accounts — UAH 84,000, cash — $35,000. An apartment in Kamianske jointly owned with his mother, a rented apartment near Kyiv. No car. A person who worked for three years at "Burisma" and "Naftogaz"—with minimal assets in the declaration.
