Philologist (Mykolaiv Pedagogical Institute, 1993), financier (MAUP, 2001). Began his career as an engineer at "Mykolaivelektrotrans." Member of Parliament of the VIII and IX convocations — from OPZZh (#36 on the list); after the ban of OPZZh — joined the "Platform for Life and Peace" group. In the VIII convocation — head of the Kyiv Regional Council. CHESNO records three anti-corruption proceedings: in particular, the Kyiv Regional Council allocated 30,000 hectares near Kyiv to hunters of the "Yaryk" club without permission from local councils.

NABU suspicion of 13 million UAH, blocking of the Russian Orthodox Church ban, and voting for the "anti-NABU" law

On April 6, 2026, NABU notified Kachnyi of suspicion for illegal enrichment of 13 million UAH; the deputy himself stated that he "is on unpaid leave and acts within the law." In 2024, together with pro-Russian deputies, he tried to stop the consideration of the law banning the Russian Orthodox Church — demanded an appeal to the Venice Commission. He did not support the law banning religious organizations whose management center is in the Russian Federation. On July 22, 2025, he voted "for" bill No.12414 — subordinating NABU and SAP to the Prosecutor General.
