Candidate of Legal Sciences, holds three higher education degrees. Since 2012 — founder of the law firm "Kachura Lawyers," which was among the TOP-100 legal companies in Ukraine. From 2017 to 2019 — personal lawyer of Volodymyr Zelensky and authorized representative of the "Servant of the People" party; also represented the interests of "Kvartal 95," Oleh Vynnyk, Michel Tereshchenko, and former Defense Minister Hrytsenko. In 2019, elected as a People's Deputy of the IX convocation from "Servant of the People" (No. 49 on the list), deputy head of the relevant committee. Head of the Crimean republican organization of the "Servant of the People" party.

Connections with Medvedchuk's Organization and Support for Water Supply to Crimea

In 2020, the Ministry of Justice officially confirmed that Kachura is registered as the head of the separate branch of the pro-Russian NGO "All-Ukrainian Public Movement 'Ukrainian Choice'" of Viktor Medvedchuk in the Solomianskyi district of Kyiv — since the time of Maidan. The deputy claimed that he "ended up there without his knowledge," but the fact was confirmed by registries and letters from the Ministry of Justice. Notably, shortly after this information was published, he publicly supported the supply of water to the temporarily occupied territory of Crimea. Despite these facts, he sued those who disseminated information about his connection to Medvedchuk's organization — including former deputy Tetyana Chornovol — achieving monetary compensation. In 2025, he voted for draft law No. 12414, which introduced the dependence of NABU and SAP on the Prosecutor General.
