Marchenko Serhiy Mykhailovych
19th Minister of Finance of Ukraine
Ukrainian former high-ranking prosecutor and lawyer
Kazak is considered one of the youngest regional prosecutors in the history of independent Ukraine. He was born in 1989 in Uzbekistan and graduated from the Yaroslav Mudryi National Law Academy. He began his career in 2012, quickly advancing from a prosecutor trainee in Kyiv to deputy head of a local prosecutor's office in Kharkiv and first deputy prosecutor of Zaporizhzhia Oblast. In 2021, he headed the Zakarpattia Regional Prosecutor's Office, and from July 2022 to 2024 he served as the head of the Mykolaiv Regional Prosecutor's Office. In 2024, he resigned and left Ukraine. He currently resides in Linköping, Sweden.
Millionaire retiree
Dmytro Kazak became the center of high-profile nationwide scandals due to his financial claims and status as a "young retiree." Journalists from the OBOZ.UA project found that he obtained disability status as early as 2018 (at the age of 29), and by 2026 he successfully sued the Pension Fund of Ukraine to remove restrictions and raise his pension to 156,700 hryvnias per month. Because of this, in January 2026 the State Bureau of Investigation (SBI) opened a criminal case regarding the legality of his disability status. In response, Kazak filed a lawsuit against the media seeking 500,000 hryvnias for "damage to honor and dignity," and also attempted through the Kharkiv Administrative Court to sue the state for an additional 4.8 million hryvnias of "unreceived" salary for 2015–2020. However, in May 2026 the court rejected his claims and dismissed the lawsuit due to expired statute of limitations.
