Born on February 28, 1963, in Kryvyi Rih. Builder by education, candidate of economic sciences (2008). Founder of Intershina LLC, director of Rastro LLC, co-owner of Biant - Construction Company. People's Deputy of the IX convocation from Servant of the People (No. 43 on the list), deputy head of the faction, chairman of the Committee on Transport and Infrastructure. Longtime acquaintance of Serhiy Shefir — a close associate of Zelensky; curator of Dnipropetrovsk region for Servant of the People; after being elected, employed Shefir's son as his assistant.

Bribes for voting in the Verkhovna Rada, 'Mindich tapes,' bail set at 8 million and wife holding €400,000 in cash

On December 27, 2025, NABU uncovered a criminal organization involving current Servant of the People deputies; five deputies received charges — Kisel, Pyvovarov, Negulevskyi, Savchenko, Laba. According to the investigation, the group systematically received illicit benefits for corresponding votes in the Rada; NABU conducted covert surveillance on Kisel for over two years. Kisel's name is mentioned in the 'Mindich tapes' — the SAP prosecutor cited this during the court session. 2025 declaration: bail of 3.3 million UAH + 4.7 million UAH in a High Anti-Corruption Court deposit; owns no personal vehicles — uses two 2024 Lexus cars registered to his wife's companies. Wife Valentyna is a builder; holds $210,000 and €400,000 in cash.

Я на це все дивлюся і, з одного боку, радію, що за чинного Президента є такі самостійні, неконтрольовані антикорупційні органи, не те що фасади при попередниках:) Сподіваюся, що поточні справи і всі наступні (думаю, ми ще побачимо немало) доведуть до логічного завершення.
