Owner from the sanctions list and seizure of 100% of shares

Komarov began his career in 1994 at the Research Center of the Military Institute of Management and Communications. Since 2002, he has been business development director at the advertising agency Adell Saatchi & Saatchi, and since 2004, its CEO. Later, he headed the Video International group in Ukraine. In July 2018, while also managing Beeline Kazakhstan, he began serving as president of Kyivstar, and in December 2018 VEON officially approved him for the position.

Kyivstar’s parent company VEON is 47.9% owned by LetterOne—a holding of the Alfa Group founders, including Mikhail Fridman and Andrey Kosogov. Since February 2022, Fridman and his partners have been under EU, US, and UK sanctions for ties to Putin’s administration. Fridman has been suspected in Ukraine of financing armed aggression. In October 2023, the Security Service of Ukraine achieved seizure of 100% of Kyivstar’s shares within a criminal case regarding financing actions aimed at changing Ukraine’s state border.
