Konobas Maksym Petrovych

Kyiv City Council Deputy, Market Owner, and "Godfather" of the Scandalous Head of Solomianskyi District State Administration

Konobas Maksym Petrovych is a deputy of the Kyiv City Council of the VII and VIII convocations from the BPP "Solidarity", and the head of the Kyiv City Council Commission on Property Issues. He graduated from Kyiv State University of Trade and Economics (1995) and the National Academy of Public Administration (2011, Master's degree).

Andriievskyi's Man and the Land Commission

Konobas is a former assistant to MP Dmytro Andriievskyi from "Batkivshchyna". He was a district deputy three times and headed the land commission of the Solomianskyi district. Concurrently, he founded private enterprises "Grad", "Lot", "Oleks-3", and owns the "Solomianskyi" market and four beer establishments, the land for which he allocated himself while chairing the land commission. According to OpenDataBot, Konobas is the beneficiary and director of several companies: PE "Titan Group", LLC "MCD 'Zirka'", PE "Titan", PE "Lot", LLC "Titan Torg".

Strip Club and the Godfather Land Grabber

Media attributed ownership of the strip clubs "Golden Rhinoceros" and "Starry Rhinoceros" to Konobas. The deputy's godfather is the scandalously notorious head of the Solomianskyi District State Administration Maksym Shkuro. In 2014, internet publications released material about how the godfather and his associate allegedly carried out schemes to privatize premises in the Solomianskyi district at throwaway prices and fill it with kiosks.

Property Commission — Under Klitschko's Control

In February 2020, Konobas headed the Kyiv City Council Commission on Property Issues, replacing Leonid Antonenko. According to Antonenko, Mayor Klitschko needed to appoint a controlled person — his party colleague Konobas. The head of the strategic commission, through which decisions about municipal property pass, is a man with business in the same sphere and a long-standing reputation as a district "land" player.
