Volya quota and departure from the Samopomich party

Pavlo Petrovych Kostenko is a People's Deputy of the VIII convocation from the "Samopomich Union," deputy head of the Committee on Legislative Support of Law Enforcement Activities, and founder of the NGO "Velykyi Lioh Fund."

Kostenko entered the Samopomich list by the quota of the Volya party, which he himself founded in 2013. After a split in Volya, he left the party. The path of a typical non-partisan activist seeking a parliamentary springboard through "cleaner" structures. 

ICU accusations and three lost court cases

In 2016, the company Investment Capital Ukraine (ICU) filed a lawsuit against Kostenko for spreading false information about its activities. Kostenko did not appear at the hearings. Three courts concluded that ICU did not conduct the transactions the deputy mentioned. In February 2017, the Kyiv Court of Appeal obliged Kostenko to retract the information about ICU's "speculations" — recognized as false. The enforcement service imposed a fine of 1,700 UAH for non-compliance with the court decision and deprived him of the right to leave the country.

Declaration

For 2017, Kostenko declared an income of 2.3 million UAH, three apartments with areas of 110, 68, and 73 sq. m, and a 2009 Hyundai car. He keeps 60,000 USD in cash. Family members' income amounted to 96,000 UAH.

After 2019, he did not enter the Verkhovna Rada — Samopomich did not overcome the electoral threshold.
