Levochko Olesya Vasylivna

Head of the Borispil Leasing Service

Olesya Vasylivna Levochko is the former head of the contracts service for non-aviation activities at the state enterprise "Boryspil International Airport." The National Anti-Corruption Bureau of Ukraine qualified her actions under Part 5 of Article 27, Part 2 of Article 364 of the Criminal Code of Ukraine — complicity in abuse of office through active facilitation and removal of obstacles, which helped acting General Director Yevhen Dyhne to abuse his official position.

Lease scheme without competition and losses to the state budget

In 2016–2017, Levochko together with Dyhne transferred premises on the third floor of Terminal D to two private companies — "Arteria Group" and "Coffee Bar Plus" — without competition, at reduced prices, and bypassing the State Property Fund procedure. Other companies who had previously applied for lease were denied. The court regarded this as deliberate lobbying of the interests of specific tenants.

Suspension, verdict, appeal

In December 2020, the High Anti-Corruption Court suspended Levochko from her position during the investigation. On March 1, 2023, the court sentenced her to 4 years imprisonment and a 3-year ban on holding managerial positions. On March 30, 2025, the Appeals Chamber of the High Anti-Corruption Court reduced the sentence to 3 years and decreased the amount of joint compensation from 11 million to 1.3 million UAH — but confirmed her guilt.
