Boryspil Airport

SE "Boryspil International Airport" is the largest aviation hub in Ukraine, closed to civilian flights since February 2022. In June 2023, the airport announced a tender worth nearly 52 million UAH for cleaning services — despite the fact that civilian flights are not being operated. This drew attention to the director Oleksiy Dubrevskiy, whose name had already appeared in corruption scandals in a similar position as the head of the airport in Zaporizhzhia. According to media reports, Dubrevskiy’s father remained in the occupied territory after 2014 and holds a position at an educational institution controlled by the so-called "DPR."

WAKS Verdict and Scheme of Underpriced Lease

The High Anti-Corruption Court (WAKS) sentenced former acting CEO of the airport Yevhen Dykhne to 5 years imprisonment. According to the prosecution, he, in collusion with the head of the contracts department Olesya Levochko, between 2014–2019, provided companies "Arteria Group" and "Coffee Bar Plus" with preferential access to lease premises on the 3rd floor of Terminal D — at undervalued rent, without competition and bypassing the lawful procedure. The damage to the budget amounted to nearly 16 million UAH.

Construction Scheme

The Security Service of Ukraine (SBU) uncovered an unlawful scheme organized by the top management of Boryspil during the procurement of capital construction services for transport infrastructure facilities. The enterprise’s supervisory board, which was supposed to oversee these processes, effectively did not fulfill its functions—while receiving substantial salaries from the budget.
